Climate change as a crucial problem require a quick and applied solution. The only possible way is summarized to reduce GHG emissions and achieving an international environmental agreement (IEA) is felt more than ever. A sensible loss in public welfare on one side and strong incentive for free ride on the other side are the most significant reasons of IEAs’ failures. Determining the fair and optimum share for each country based on its position and ability, is the most likely way to achieve cooperation. Game Theory as a useful tool for evaluating strategic behavior of players under complex incentive structures can be used for this purpose. The aim of this article is to evaluate different aspects of Game Theory in a national scale for Iran as one of top ten emitters in the world. Unfair emission of GHGs, facilities and distribution of population in Iran can be adjusted by application of a national game during next development plans and in line with achieving sustainable development
